Synopsis

Mexico's government announced it will postpone the tenders for deepwater hydrocarbons exploitation to modify the original terms, reported Reuters Latin America on 29 July, 2015, citing secretary of energy, Joaquín Coldwell.

The decision comes after the poor performance of the first phase of Ronda Uno tenders (see related intel).

Among the changes, Coldwell noted the government is revisiting the requirement under which a member of a consortium must act as guarantor and have at least USD 6bn to protect the State's interests in case of an accident.

He added that another change could be to the rule which doesn't allow a consortium to choose a different operator from one selected initially that has left the consortium. Moreover, companies may be allowed to submit a second bid if the first one didn't meet minimum values.

Lastly, Coldwell stated the tender could be launched by the end of September.

El gobierno de México ha anunciado que postergará las licitaciones de explotación de hidrocarburos en aguas profundas para modificar los términos originales, ha publicado Reuters América Latina el 29 de julio, citando al secretario de energía, Joaquín Coldwell.

La decisión se debe a los pobres resultados obtenidos en la primera licitación de la Ronda Uno (ver intel relacionado).

Entre las modificaciones, Coldwell ha señalado que se se está reviendo el requisito que establece que un miembro de un consorcio debe ser garante y tener al menos USD 6.000m para resguardar los intereses del Estado en caso de accidente.

Ha agregado que también se modificaría la norma que no permite que un consorcio seleccione un operador diferente al que eligió originalmente pero que ha dejado el consorcio. Además, se podría permitir que las empresas presenten una segunda oferta si la primera no llegó a los valores mínimos.

Por último, Coldwell ha declarado que la licitación podría lanzarse a fines de septiembre
